Since March 18, 2013, Law 122 has required owners of tall buildings to maintain their façades in good condition to ensure public safety. Complementing the Quebec Safety Code, this law mandates that building owners have their façades inspected regularly by qualified professionals.

Inspection Requirement for Buildings with 5 or More Storeys.

According to the Building Maintenance Regulation, which directly stems from Bill 122, any building with 5 or more stories above ground level must undergo a thorough façade inspection every 5 years.

The inspection must be carried out by an engineer or architect who is a member of a recognized professional order in Quebec. Its purpose is to identify any signs of deterioration that could pose a risk (e.g., bulging, cracks, detachment of materials, water infiltration, etc.).

📄 Mandatory Inspection Report

Following the inspection, a detailed written report must be produced, including:

  • The condition of the exterior materials;
  • Identification of any at-risk areas;
  • Repair or monitoring recommendations;
  • A conclusion on façade compliance.

This report must be kept by the building owner and provided to the RBQ upon request. In cases of imminent danger, immediate corrective work may be required.

📆 Deadlines to Follow

Property owners must adhere to the following deadlines:

  • First report: within 10 years of the building’s construction
  • Then: at least every 5 years

Failure to comply with these requirements may result in fines or mandatory immediate repairs issued by the RBQ.

Only architects or engineers who are members of a recognized professional order in Quebec are authorized to perform these inspections and produce the official reports.
